Federal lawmakers could amend the Copyright Act (which has gone through many permutations already) to update it for the digital world and make laws that prevent publisher licenses and contracts from removing user rights (as has happened in the UK). /5

Because ebooks are digital, they got treated as software, a thing you license. But a book isn’t a computer program—Its value is in its content, not its function. /2
