Where I am that would be considered illegal. Germany has a renting quota of around 60%, but renters here have a whole bunch of protections they don't seem to have elsewhere is the main lesson I've been taking away from renting discourse over these past few years.

Why the f*ck are the three choices of housing I have right now either:
a) greenwashed new development in the middle of nowhere
b) flat that is central, but the energy costs are too damn high
c) you could probably get something alongside Central Park for less

Apart from the fact that it's just... kinda green-washy, having more asphalt doesn't help the climate in cities where those highway expansions get built when the nature reserves that get created as an equalizer are a few hundred kilometres away.

So Germany intends to build more highways but it's OK to do it because we're getting wind and solar along the highways and there will be land reserved for protection.

And like... cool, but have you considered NOT building more highways and STILL doing wind and solar and nature reserves?
