When you upload a video - the URL of that video is stored on the LBRY blockchain. Various node servers host the video itself. When you upload a video you pay (>0.0005$ or less) so that miners can process your 'claim' of the URL.

I know it sounds confusing but it is worth understanding. Let me know if you have any other questions.
