Global Cyber Alliance

The Global Cyber Alliance (GCA) works with communities to improve the Internet and help people and organizations be more secure online.

In a recent podcast with The Lawfare Institute, Philip Reitinger and Komal Bazaz Smith discussed critical #cybersecurity issues affecting core Internet infrastructure.

They highlight the role of small, often under-appreciated and frequently underfunded#nonprofits in maintaining Internet security. The conversation delves into #CommonGoodCyber, which aims to identify and implement innovative models for sustaining groups, organizations, and individuals involved in critical cybersecurity functions for the broader Internet community.

“There is funding to build the new thing, but not to keep the work going that everybody needs.”

It takes a whole-of-society effort, what Craig Newmark calls #CyberCivilDefense, to maintain critical cybersecurity functions for all Internet users, including the most vulnerable. Reitinger pointed out how many nonprofits are running on skeleton crews and shaky funding mechanisms, and how funding is often tied to creating something new, as opposed to paying for the continuing operation of critically important solutions.

At RSA Conference 2025, Kayle Giroud, Director of Common Good Initiatives at GCA, met Anna Delaney, Director of Productions at Information Security Media Group (ISMG).

The vulnerability of critical cyber infrastructure – important underfunded efforts that are often nonprofit-led – and the details on the architecture of Common Good Cyber (tool mapping, a resource hub for nonprofits, and work toward a related fund that will provide a “safety net” for nonprofits) led the conversation.

Today we are very proud to announce the new Internet Pollution Index, a new tracker that visualizes global cyber threat activity in real time, helping network operators, policymakers identify and mitigate malicious Internet behavior.

"After seeing what #MANRS has done for improving #RoutingSecurity, I am optimistic that we can find some common agreed norms for how you find and stop this nonsense in your network before it attacks somebody else, before it trashes the reputation of your IP addresses, and before we have a mess in the Internet."

That was Leslie Daigle's final message to the RIPE NCC community at #RIPE90, after presenting the #InternetPollutionIndex and GCA's work around the #AIDE project.

When #FlaxTyphoon reports emerged, we examined whether its activity was detectable within AIDE, GCA’s #cybersecurity intelligence platform that monitors global network traffic, detects potential threats, and delivers actionable insights to improve network security.

Our analysis revealed behavioral signals and infrastructure overlaps consistent with Flax Typhoon’s tactics—including VPN tunneling, web shell traffic, and credential-based reconnaissance—across sensors located in Taiwan, the United States, Europe, and East Asia.

Key action items for every network operator to take to reduce risk and strengthen network integrity:

👁️ Monitor for unauthorized access attempts and abnormal service behavior.

💪 Strengthen routing security by implementing Mutually Agreed Norms for Routing Security (MANRS) best practices and validating route origins with #RPKI.

🤝 Join collaborative intelligence efforts like AIDE, where shared visibility enables shared defense—and actionable data drives real-world mitigation.

We are at #RSAC2025 this week, with Kayle Giroud representing us well in three sessions, the first starting in about one hour from now:

Protecting Infrastructure from Increased Cyber Attacks – Public Sector Days (Apr 28th, 1:00 PM PDT) – Giroud joins critical infrastructure experts to highlight the types of attacks and what governments are doing to stop groups, such as Volt Typhoon, from gaining access to critical systems.

“Why Democratizing Cybersecurity is Good for Business” (May 1st, 8:30 AM PDT) – Giroud joins experts from CrowdStrike, Atlantic Council, and Tides Foundation to discuss how inclusive cybersecurity strategies benefit not only underserved communities but also long-term business outcomes.

“The Hidden Cybersecurity Crisis: Securing Business & Public Infrastructure” (May 1st, 10:50 AM PDT) – Facilitated by Giroud, this session will unpack overlooked systemic risks and offer strategic pathways for collective resilience.

Protecting high-risk actors and organizations requires sustained commitment. It demands investment in #cybersecurity solutions, collaboration among stakeholders, and innovative funding models for long-term resilience. Initiatives like Common Good Cyber are a crucial step in this direction.

This week, Common Good Cyber and UK’s Foreign, Commonwealth & Development Office (FCDO) will host “Bridging the Gap: Delivering Cybersecurity to High-Risk Actors.” This closed-door event will bring together cybersecurity experts, #nonprofit leaders, and #policymakers to discuss solutions for strengthening digital defenses for #civilsociety. The event’s discussion panels will focus on three primary topics:

* Identifying effective support for high-risk actors

* Growing the capacity of network defenders

* Strategic support for the nonprofit ecosystem

Despite their outsized impact, nonprofits still face hurdles, such as limited recognition of their contributions and funding shortages, that hinder their ability to participate in multilateral policy forums like the UN's Open-Ended Working Group (OEWG).
