📢 NEW REPORT! As urgent action is needed on Whole Life Carbon (WLC) emissions, we here show "How to establish Whole Life Carbon benchmarks" as the basis for rapid emission reduction 👇

Get most valuable insights for WLC in Europe and lessons learned within the #INDICATE pilot with our partners in Ireland, Czechia, and Spain.

🏛️ Policy background

2024-10-28

- Ensure the 2027 Delegated Act provides clear guidance for consistent GWP measurement. We’ve identified *12 key elements* that the COM must provide guidance on to ensure *reliability and comparability* of Member States results – notably, EU countries need guidance to ensure consistent implementation of existing environmental standards such as EN 15978, EN 15804 and Level(s).
- Adopt *common reporting templates* and approved tools for WLC assessments to ensure transparency and comparability.

2024-10-28

This is crucial for meeting 2028 regulations and setting effective reduction targets.

💡 Key recommendations for EU Member States:
- Start developing WLC methodologies now – there’s no time to waste!
Follow proven policy design frameworks from the frontrunning countries and INDICATE pilots.
- Focus on *consistency* in WLC assessments, even with imperfect data.
Align WLC reduction with net-zero goals.

🌐 Recommendations for the European Commission:

2024-10-28

- The revised Energy Performance of Buildings Directive (#EPBD) mandates life cycle Global Warming Potential (GWP) measurement by 2028. While time is short, the INDICATE team has identified a *workable policy framework* that can be adopted quickly and fast-track progress.
- After two years of work in Czechia, Spain, and Ireland, we here show how these countries are developing WLC frameworks by learning from frontrunning countries.

Through the use of our newly developed #SLiCE data model, we were able to scale high-definition building LCA results up to the building stock level. We investigated both the baseline situation in year 2020 as well as different scenarios for future development of the EU building stock. Learn more about our findings in the presentation and related publications! youtu.be/n1W4xfgM3Xk

💡 In this study, we conducted a detailed bottom-up analysis of the EU building stock, using building archetypes modelled for four EU regions, three buildings types, two energy performance levels, and various material variants. We deployed our parametric modelling of hierarchical life cycle inventory and an impact assessment based on generic #LCA data.

🗣 Therein I am presenting our research at the science to #policy interface. Particularly, on insights from our study supporting the development of an EU roadmap for reducing #WholeLifeCarbon emissions of #buildings. The study was contracted by the twitter.com/EU_Commission DG ENV and carried out with partners at twitter.com/ramboll and twitter.com/BPIE_eu together with our expert team at twitter.com/KU_Leuven.

🗼🎉 Bonjour #Paris! Next week I am at the Buildings and Climate Global Forum #BCGF. There are many exiting events happening and the ones during the pre-forum are open to the public (registration required)!

🌍🌱 Make sure to check out our pre-forum workshop on 6th March around 'Engaging policy to advance low carbon, resilient communities and quality of life'.

♻📊 I am leading the workshop session and table discussion on "Workshop on Data for Whole Life Carbon Policy" (1:20-2:35) on behalf of the GBDI - Global Building Data Initiative for reducing resource use and upfront embodied carbon of buildings. The session will facilitate discussion on the barriers and opportunities for generation and best use of LCA/WLC data across the value chain.
