@proscience its a shift from placing the "unnecessary burden for organisations" to an unnecessary burden for private individuals. one of the other motivations is: "consent fatigue and a more pro-business environment". Consent fatigue would be easily be solved by a standard opt-out. you can opt in if you would like to. People share enough information online by themselves without being fully aware, but at least they do that themselves.
