Thanks for your comment. It looks like Startpage is owned by Surfboard Holding B.V., a Dutch company. According to their privacy policy they operate independently, are under Dutch jurisdiction and follow strict European privacy laws / GDPR, even if a majority stake was acquired by System1 in 2019.
