DRM for European Broadcasters? Good Luck with that
The DRM Consortium keeps pushing its case for digital radio, republishing an article their chairperson Ruxandra Obreja had published in "Radio World" three days earlier.
Their argument is that the world in its current state needs radio, that’s to say wireless communication rather than just the online shape "Deutsche Welle", "Radio Canada International" and other once important radio broadcasters have taken in the past two decades.
Ms Obreja extends the argument to DRM, i. e. digital radio mondiale:
If international radio can play a role in unfiltered news dissemination, it needs to be digital, i.e. DRM. And more than 5 or 6 million euros or dollars will be needed to bring digital radio to the listeners and give them more than imperfect audio.
In 2025 they will need clear audio and rich data, emergency warnings when drones approach, maps, lists of the disappeared and instructions on how to save their lives and that of their communities. This is in line with the position of many European governments talking in one breath about concepts such as emergencies and resilience."
Chart: DAB-using or interested countries
As far as the European (potential) audience is concerned, they seem to be determinedly on a path of DAB, although Obreja pointed out in an earlier article for "Radioworld" that DAB is a mode for rather local propagation only, and not for shortwave. So the DRM consortium’s point is that Europe should join countries like China, India and Indonesia, i. e. countries that have adopted DRM as the right mode for far-reaching broadcasts. It would be possible to keep DAB for regional broadcasts and adopt DRM for longer distances of course, but the consortium seems to see an opportunity to make DRM palatable to the European Union for all ranges of radiowaves.
However, when the talk is about crises and emergency situations as it is here, DRM alone won’t cut it. I haven’t tried DRM myself, but have heard listeners to Radio Romania International’s German service complain in the mailbag program that RRI’s DRM signal simply didn’t get processed by their receivers when it was to "weak" by DRM standards.
Should a signal have to go away in a critical or in a war situation? That’s hard to believe, no matter how weak it may be. Crisis radio isn’t supposed to be a treat for your ears – it is supposed to save your life.
There may be a solution to that problem though. In its 2019 "Minimum Receiver Requirements for DRM Receivers", the DRM Consortium suggests that receivers should come with DRM and analog reception on shortwave (page 12 there).
That could make sense. But tell that to broadcasters that are already in self-elimination mode. It is hard to see how the German Bundestag could pass legislation that would enable "Deutsche Welle" to return to shortwave, let alone both in analog and DRM mode, even though in general, German legislators and government officials have been more generous about foreign "broadcasting" than politicians in London are about the BBC World Service.
The consortium will have to work some miracles to achieve a general turn to DRM in European broadcasting.
