@jwildeboer the basics are pretty simple. But the problem I couldn't figure out was, how to represent the information based on which suggestions should be made?

I think there are several data points worth considering:
- Experience in a <insert field/tech here>
- General coding experience
- Technologies
- Experience with #CodeLove

One could also harvest data from Git(Hub|Lab)|Coderberg to look at common projects starred, forked, contributed to.
