I think the British are trying to make a point about how most American cops have no clue, or no desire to learn, how to de-escalate without shooting.

A common European thing. Cops in the Netherlands, when approaching American tourists (esp black ones) have actually started to make it a practice of saying "I'm not an American Cop" to get the defensive paranoia out that so many black Americans instinctively get.
