[DECODED] Public office needs trust to thrive

<p>Public office is a public trust, and disclosing one’s Statement of Assets, Liabilities, and Net Worth (SALN) helps foster trust between a politician and the people they serve. But if people distrust the politician to begin with, can they put any faith in that politician’s disclosed SALN details?</p>

<p>I’m Victor Barreiro Jr., a tech journalist with Rappler who works with The Nerve on issues of big tech and platform accountability. </p>

<p>I recently <a href="https://www.rappler.com/technology/decoded-saln-disclosures-between-skepticism-cynicism/">wrote a piece</a> looking at how social media sentiment was holding up on news regarding SALN disclosures made by a number of politicians at the time. </p>

<p>There’s a notable sense of cynicism surrounding the SALN disclosures, even as some quarters praise politicians for making their SALNs public. It’s a good step towards keeping politicians accountable and honest, however, and a move that shouldn’t be discounted.</p>

<p>Last year, I wrote about how the younger generation, particularly millennials like me, was leaning toward the <a href="https://www.rappler.com/technology/reasons-millenials-gen-z-becoming-dual-income-no-kids/">dual-income-no-kids (DINK) lifestyle</a>. The Nerve was then introducing its AI-powered interview platform called <a href="https://www.thenerve.co/solutions" rel="noreferrer noopener" target="_blank">Synth</a>, which we used to talk to online participants to know their thoughts about having kids.</p>

<p>The responses did not surprise me. Instead, they affirmed my belief that having kids entails a lot of considerations, and it’s something that shouldn’t be prioritized by those who are not yet ready. Today’s youth see parenthood as a huge commitment, and that opting out of (or delaying) it offers more benefits for the other aspects of life, such as career and personal development.</p>

<p>This time around, we wanted to put the spotlight on the generation defining today’s culture: the Gen Z. This generation has been talked about a lot lately, and in our previous stories, we’ve been trying our best to understand them – from their <a href="https://www.rappler.com/technology/decoded-memes-brain-rot-absurd-coping-crisis-chaos/">humor and coping mechanisms</a> to their <a href="https://www.rappler.com/technology/video-decoded-gen-z-rising-streets-online/">political awakening</a>.</p>

<p>Radio commentator Anthony Taberna made waves in early October after falsely claiming Senator Risa Hontiveros inserted some P3 billion into the 2025 budget. </p>

<p>While this can be disproven, Taberna’s commentary on his shows served as fodder to try and discredit Hontiveros among certain social media circles.</p>

<p>At the same time, it also brought out supporters debunking Taberna’s claims, with backlash against Taberna exposing his own alleged connections to the flood control project controversies, in addition to calling him a spreader of fake news..</p>

<p>How did Anthony Taberna’s commentary against Hontiveros spur social media sentiment? How did it come to bite him back?</p>

<h5 class="wp-block-heading" id="h-what-happened">What happened?</h5>

<p>On October 2, Anthony Taberna claimed during his show <em>Dos Por Dos</em> that Hontiveros had over P3 billion in insertions to the 2025 budget, including some P750 million for flood control projects. </p>

<p>The claims were well-timed, considering how many mishandled flood control projects were being brought to light. Hontiveros is also known as a fierce anti-corruption advocate.</p>

[Decoded] The foundations of a UniPink ‘reality’ are shaky at best

<p>When Filipinos <a href="https://www.rappler.com/philippines/thousands-march-protest-flood-control-corruption-september-21-2025/" rel="noreferrer noopener" target="_blank">took to the streets on September 21</a>, there was <a href="https://www.rappler.com/technology/video-decoded-gen-z-rising-streets-online/" rel="noreferrer noopener" target="_blank">a legitimate grievance</a> people were angry about. Flood control projects, meant to protect people from flooding, were corrupted, and funds were diverted into people’s pockets. People died. A lot of property damage occurred. Filipinos were understandably pissed.</p>

<p>While it was a way to bring together people who shared different banners of politics but similar rage toward corruption, it also became fertile ground for building an alternative reality: that supporters of President Ferdinand Marcos Jr. and former vice president Leni Robredo were <a href="https://www.rappler.com/technology/decoded-duterte-supporters-push-unipink-attack-uniteam-kakampinks/" rel="noreferrer noopener" target="_blank">banding together as the “UniPink</a>” to take down the Dutertes.</p>
