<p>It seems like only yesterday when I wrote about Raphael Lotilla <a href="https://www.rappler.com/voices/newsletters/kasalikasan-new-denr-secretary-raphael-lotilla/">taking the helm of the Department of Environment and Natural Resources</a> (DENR) in this newsletter, but here I am writing about another leadership change in a department that demands stability in these urgent times.</p>



<p>Lotilla, just eight months into his new role in the Marcos Cabinet, is now headed to the Vatican as the President’s ambassador, reportedly preferring a “lighter assignment” over the workload at the DENR.</p>



<p>“Under his stewardship, the DENR continued to pursue its mandate of safeguarding the country’s environment and natural resources in alignment with national development priorities,” the department <a href="https://denr.gov.ph/news-events/official-statement-on-the-appointment-of-undersecretary-juan-miguel-t-cuna-as-incoming-acting-secretary/">said</a> about the outgoing secretary, who was thrice bypassed by the powerful Commission on Appointments.</p>



<p><a href="https://www.rappler.com/philippines/popo-lotilla-out-marcos-cabinet-cuna-acting-denr-secretary/">Replacing Lotilla as acting secretary</a> is Juan Miguel Cuna, a career official who’s been with the DENR for 18 years. He’s worked with the department’s Mines and Geosciences Bureau and Environmental Management Bureau, and served as undersecretary for over eight years before his latest appointment.</p>

<p>CEBU CITY, Philippines – James Carl Andrino was only 25. He was among the 36 people killed in the Binaliw landfill collapse in Cebu City on January 8, a disaster that buried workers beneath a towering mound of garbage without warning.</p>



<p>James had been working at the landfill for just over a month.</p>



<p>To his older brother, Lupe John Andrino, James was more than a sibling.</p>



<p><em>“Simula bata pa kami, siya talaga yung tinuturing kong best friend,”</em> Lupe said. <em>“Lagi kaming magkasama habang lumalaki,” </em>he told Rappler on Monday, January 19.</p>



<p>(Since we were kids, he was really the one I considered my best friend. We were always together while growing up.)&nbsp;</p>

<p>A new year is upon us, and with it comes a piece of good news in a sector often beleaguered by problems of all kinds: a historic global treaty to safeguard biodiversity in the high seas <a href="https://www.rappler.com/world/global-affairs/united-nations-biodiversity-treaty-enters-force-january-2026/">came into effect</a> last January 17.</p>



<p>Known as the <a href="https://www.unep.org/resources/agreement-marine-biological-diversity-areas-beyond-national-jurisdiction-bbnj-agreement">Agreement on Marine Biological Diversity of Areas Beyond National Jurisdiction</a> (BBNJ Agreement), it provides a legally binding global framework for the conservation and sustainable use of marine biodiversity in the high seas, contributing to a separate <a href="https://www.cbd.int/article/cop15-cbd-press-release-final-19dec2022">global commitment</a> to protect 30% of the world’s biodiversity by 2030. As of this writing, <a href="https://www.protectedplanet.net/en/thematic-areas/marine-protected-areas">only 9.61%</a> of it is protected.</p>



<p>Archipelagic Philippines is a <a href="https://rplr.co/49Lg7dC">signatory</a> to the BBNJ Agreement and ratified it last September. Back <a href="https://www.rappler.com/philippines/increase-protected-areas-2030-our-ocean-conference-2024/">in 2024</a>, during an international conference in Athens, the country also mentioned an initial roadmap that projected an area coverage of 18.5% of terrestrial and 16% of marine protected areas.</p>

<p>MANILA, Philippines – The Philippine Reclamation Authority (PRA) will investigate Siargao Bleu Resort and Spa in General Luna, Surigao del Norte, following a <a href="https://www.rappler.com/environment/matugas-luxury-resort-siargao-reclaimed-land-protected-area/">Rappler report</a> on coastal reclamation in the luxury resort.</p>



<p>The PRA told Rappler in an email Tuesday, January 6, that as per their records, “no permit, clearance, and/or letter of no objection was issued regarding any reclamation project and related monitoring efforts regarding the alleged coastal reclamation undertaken by Siargao Bleu Resort and Spa in General Luna, Surigao del Norte.”</p>



<p>The resort will be included in PRA’s inspection and investigation of alleged reclamation activities in Siargao Island &#8220;to validate the actual condition of the area.&#8221;</p>



<p>A Rappler report in December 2025 found coastal reclamation in front of the resort based on satellite images spanning 2012 to 2022, and that the resort does not have any agreement with the Protected Area Management Board  (PAMB) of the Siargao Island Protected Landscape and Seascape (SIPLAS) for such development.</p>



<p>Their 2014 agreement with PAMB expired in 2017. Their application for a new one is still pending, according to the protected area management office.</p>
