<p>MANILA, Philippines – Civil society groups and church leaders formally launched the Trillion Peso March Part 3 at the Obispado de Cubao on Wednesday morning, February 11.&nbsp;</p>



<p>At a press briefing, organizers from Caritas Philippines, the Buhay ang People Power (BAPP) network, and Simbahan at Komunidad Laban sa Katiwalian (SIKLAB) announced a series of nationwide mobilizations leading up to February 25.&nbsp;</p>



<p>This year’s EDSA People Power commemoration is themed,<em> “Tayo ang People Power laban sa Korapsyon at Dinastiya!”</em> (We are People Power against Corruption and Dynasties!)</p>



<p>“What we want to emphasize is respect for the rule of law and the Constitution. The Church’s stand is to exhaust all means to hold everyone accountable. That is where healing begins,” said Caritas Philippines executive director Father Tito Caluag.</p>



<p>Addressing the challenges of public mobilization, Caluag explained that the goal now is to “bring people power to the grassroots.” </p>



<p>The convenors have yet to publish their official <a href="https://communities.rappler.com/ytUTSmRbUiTCeeZEWA/AcLTjaoXfWCfXldtTl/chat/$J2-1tGhzWAIXmqgIgvs5d5u00tSnMkKso_YcqbrhRs4">schedule of events</a>. But instead of a singular protest, the coalition is organizing multiple activities, including booths, exhibits, to make the movement more accessible to more communities. </p>



<p>Churches across Metro Manila will also host novenas and masses.&nbsp;</p>

<p class="has-drop-cap">A month after the flood control scandal broke out in the Philippines in August of 2025, Claveria, Cagayan Mayor Lucille Angelus &#8220;LA&#8221; Guillen – whose company also won government flood control projects – transferred her $1.2-million house in Las Vegas, Nevada to a US-based domestic company which she also owns.</p>



<p>The Guillens are a political dynasty of Piddig, Ilocos Norte, and allies of the Marcoses.</p>



<p>Nevada local assessors&#8217; records show that Mayor LA Guillen, the daughter of National Irrigation (NIA) Administrator Eddie Guillen, bought the five-bedroom, five-bathroom estate in October 2017 for $1.265 million, or P63.76 million according to the average exchange rate in 2017. Guillen then transferred the property to Southern Highland Limited LLC at no cost on September 21, 2025, a month after the Philippine government<a href="https://www.rappler.com/philippines/list-top-contractors-flood-control-projects-marcos-administration/"> launched an all-out investigation</a> into anomalous flood control and other infrastructure projects.</p>



<p>Guillen also owns the LLC or Limited Liability Company, according to both the deed of the grant, and business records from Nevada. Another managing member of the LLC is Guillen&#8217;s uncle, one of the brothers of her mother Piddig, Ilocos Norte Mayor Georgina Salazar Guillen. <p><strong>Why we fact-checked this</strong>: Two YouTube videos uploaded by &#8220;Trending Pinas News&#8221; on January 22 and January 31, used the hashtag #vpsara and featured thumbnails showing images of Revilla and Duterte.</p>



<p>One of the videos was titled: <em>&#8220;Kakapasok lang! VP Sara Duterte, yari iyak na; Bong Revilla nilaglag ang VP.&#8221;</em> (Just in! VP [Sara]Duterte in trouble, crying now, Bong Revilla exposed the VP.) </p>



<p>The other was titled, &#8220;<em>Kakapasok lang! VP Sara Duterte, nagulat, kinanta na ni Bong Revilla utak sa flood control korapsyon.”</em> (Just in! VP Sara Duterte shocked, Bong Revilla revealed the mastermind in flood control corruption.) </p>



<p>In one of the videos, the video’s narrator alleges that Revilla supposedly stated, <em>&#8220;Kung lulubog ako, damay-damay na!</em> (If I go down, everyone will go down with me!) and implicated Duterte in the issue.</p>



<p>The first video garnered 5,369 views and 170 likes, while the second received 6,442 views and 109 likes as of writing.&nbsp;</p>

<p>It’s a drizzly day here in Dumaguete City’s Silliman University. But the weather has not dampened the Rappler team’s excitement about launching this year’s roadshow in this lovely coastal city.</p>



<p>Together with investigative editor and training head Chay Hofileña, civic engagement head Sam Bagayas, reporter Patrick Cruz, researcher Shay Du, and civic engagement specialist Joan Alindogan, we begin our first full day of workshops on equipping citizens with the tools to investigate corruption.</p>

Their engagement has been relentless — something I am deeply grateful for. These tips reflect a public that understands accountability does not begin in committee rooms.
