<p class="has-drop-cap">Eddie Guillen, a local ally of the Marcoses in Ilocos Norte and presidential appointee to head the <a href="https://www.rappler.com/philippines/marcos-transfers-national-irrigation-administration-da-office-president/">National Irrigation Administration (NIA)</a>, belongs to a family of big government contractors who have scored projects in towns where they are also the elected leaders.</p>



<p>Guillen&#8217;s wife, two daughters, son-in-law, brother-in-law, and nephew, or six of his family members own companies despite being elected public officials themselves. Together they have four companies among them with billions worth of contracts from the Department of Public Works and Highways (DPWH) since 2016. Several of their hundred-million-peso contracts are in joint ventures with each other, or sharing the pot.</p>



<p>Guillen&#8217;s wife Gina Guillen is the mayor of Piddig, and the vice mayor is her brother, Edwin Salazar. Since 2016 or for 10 years, three companies that belong to the Guillen-Salazar clan have been in the top four DPWH contractors with most projects located in Piddig, listed below according to amount:</p>

<p>MANILA, Philippines – The Department of the Interior and Local Government (DILG) has ordered the relief of Benguet&#8217;s police chief and Tuba town&#8217;s police head for &#8220;mishandling&#8221; the investigation into the death of former Department of Public Works and Highways (DPWH) undersecretary <a href="https://www.rappler.com/newsbreak/iq/things-to-know-dpwh-undersecretary-cathy-cabral/">Maria Catalina &#8220;Cathy&#8221; Cabral.</a></p>



<p>DILG chief Juanito Victor &#8220;Jonvic&#8221; Remulla confirmed to Rappler on Friday night, December 19, the relief of Benguet police chief Police Colonel Lambert Suerte and Tuba acting police chief Police Major Peter Camsol Jr. </p>



<p>&#8220;They did not treat it as a crime scene. They did not seal the area. They were negligent of the gravity of the situation,&#8221; Remulla told Rappler. </p>



<p>&#8220;Although all signs point to a suicide, all guidelines of a possible crime should have been observed. It was [a] bad police work,&#8221; he added. </p>



<p>The Cordillera Administrative Region police also confirmed Camsol&#8217;s relief. Police Major Orville Wap, the deputy chief of police of La Trinidad, replaced Camsol.</p>



<p>In a presser on Friday morning, Remulla told reporters that the local police had &#8220;lapses&#8221; in handling the crime scene. He said that Cabral&#8217;s gadgets were not turned over to the authorities, but rather, to Cabral&#8217;s family.</p>

Ex-DPWH undersecretary Cabral dead after alleged fall along Kennon Road

<p>BAGUIO CITY, Philippines – Police are investigating the death of Maria Catalina Cabral, a former Department of Public Works and Highways (DPWH) undersecretary, who was earlier found unconscious near Bued River along Kennon Road in Tuba, Benguet, on Wednesday night, December 18. </p>



<p>She was later declared dead by Dr. Gian Frances Salinas at 12:03 am Friday, December 19, police said. </p>



<p>The Benguet Police Provincial Office (PPO) said Cabral was discovered at around 8 pm, approximately 20 to 30 meters below the highway in the Camp 5 area of Barangay Camp 4, following a search by responding police units.</p>



<p>Personnel from the Baguio City Police Office and the Tuba Municipal Police Station conducted a search that led to her discovery near the riverbank. She was found unconscious and unresponsive and was retrieved shortly before midnight with the assistance of the Tuba Municipal Disaster Risk Reduction and Management Office and the Bureau of Fire Protection.</p>



<p>Authorities said the incident is being treated as an alleged fall that resulted in death. The Benguet Provincial Forensic Unit conducted scene-of-the-crime processing, while the investigation remains ongoing. </p>



<p>Past midnight of Friday, the Ombudsman’s office directed the authorities in Benguet to take custody of and preserve Cabral&#8217;s cellphone and other gadgets. These should be &#8220;turned over to the investigators at the proper time.&#8221; </p>

<p class="has-drop-cap">The Philippines has a delegation to the biennial, high-level session of the United Nations Convention against Corruption (UNCAC), led by Ombudsman Boying Remulla.</p>



<p>What does he plan to take away from the summit?</p>



<p>As the flood control corruption scandal continues to erode public trust back home, Remulla said the conference is an opportunity to network with other countries where fugitives might seek refuge.</p>

<p>&#8220;If we have a good relationship here, we might as well have reciprocity of accommodation with regards to fugitives from justice.&nbsp;Because many will escape.&nbsp;We are sure of that,&#8221; added Remulla, the head of the Philippine delegation.</p>

Bangko Sentral cuts policy rate as ‘painful’ corruption woes mute growth outlook

<p>MANILA, Philippines – The Bangko Sentral ng Pilipinas (BSP) slashed the country’s key interest rate to 4.5% on Thursday, December 11, amid a faster inflation forecast and weaker outlook on economic growth.</p>



<p>BSP Governor Eli Remolona Jr. noted that the monetary authority has shed 2% off the policy rate since August 2024.</p>



<p>“The cut will revive economic activity a bit at a time when painful governance issues around infrastructure investments have weakened government spending, business confidence, and domestic demand,” he said.</p>



<p>Interest rates are one of many tools a central bank can use to control inflation. A lower interest rate means cheaper borrowing costs, encouraging people to spend more and stimulate the economy.</p>



<p>Although the central bank downgraded its 2025 inflation forecast to 1.6%, it hiked its inflation outlook for 2026 and 2027 to 3.2% and 3%, respectively.</p>



<p>Remolona noted that business and consumer confidence remains tepid amid <a href="https://www.rappler.com/business/groups-lament-slow-progress-anti-corruption-drive/">ongoing investigations into alleged corruption in public works</a> and within the <a href="https://www.rappler.com/philippines/government/n88131448-bir/">Bureau of Internal Revenue</a>. Because of this, the BSP expects the economy to recover only by the second half of 2026.</p>
