Praise for Council’s collaborative clean-up of Maesteg lane

Bridgend County Borough Council say the clearing of the unadopted lane is a prime example of a community working together and taking responsibility for their vicinity as the council’s Community Safety, Waste Education and Enforcement, and Regeneration teams came together on the clean-up, alongside local town councillors and businesses, Noddfa Youth and Community Group, as well as the Young Offenders Institute (YOI) at Parc Prison.

Town Councillor Martin Hughes, involved in the team effort, said: “It was a pleasure to join with friends and representatives of the various organisations to help improve the conditions in the lane, which had become considerably overgrown and spoilt by fly tipping and the accumulation of waste building products over the years.

“I’m sure that the adjoining businesses and local residents will work together to continue to keep the lane in good order. I would like to thank everyone who came along and who helped to transform the lane.”

Town Councillor Abedalkarim Fadhel, who also participated in the lane clearance, added: “What a great team!  I was happy to be involved in the project and belong to the group that has carried out such a wonderful job.  Thanks to everyone for giving their time and energy to keep Maesteg town centre clean.”

Hoopers Agriculture Plant Services, a local business, also offered their time and provided an excavator for the lane, with Asda and Maesteg Pharmacy focusing on the wellbeing of the workers by ensuring a constant, generous supply of refreshments.

Parc Prison’s involvement in the scheme was through its Enrichment Programme – an initiative designed to develop the personal skills and positive attitudes of its young offenders through a variety of activities, including the Duke of Edinburgh Bronze Award, sports and wellbeing workshops, and more.                                                      

A young person from the Young Offender Institution (YOI) involved in the Enrichment Programme at Parc Prison was released on a temporary licence to contribute to the worthwhile cause, supporting the community by helping to clear the lane.

Jamie Williams, YOI Communities, Partnerships and Enrichment Manager at Parc Prison, said: “The partnership between the council and Parc YOI through our enrichment programme is a unique and potentially life changing opportunity for some of the most complex children in society.

“The work experience they gain by giving something back to the local communities across the county borough is so vital to the success of their resettlement upon release, with the main aim being to reduce the risk of reoffending.”

These sentiments are echoed by Matthew Rowlands, Noddfa Youth and Community Project Officer.  He added: “It was great to contribute to the partnership approach to clear up a neglected part of the valley for the benefit of the residents – the initiative linked well with other youth work schemes to improve communities.

“The collaborative approach between services, third sector, and residents, can make a huge difference to our communities, generating positive feelings in the local people.”

Cllr Neelo Farr, Cabinet Member for Regeneration, Economic Development and Housing, said: “What an inspirational display of collaborative working.  This collective effort to enhance the local area by taking responsibility and clearing an unadopted lane highlights what is possible when we work together.

“There is no doubt that when an area is looked after and cared for, it ripples out to the wider vicinity, encouraging everyone to take ownership of their local environment.  Well done all, what a fantastic example you are!”

The team involved in the lane clearance;

Man fined over £1200 after being caught removing waste without a licence

Unknown to James Joyce, 45, of Llangyfelach Road, Swansea, the Facebook post was part of Operation Walt – a joint “test purchase” operation to combat unlicensed waste carriers by Neath Port Talbot Council with partners South Wales Police.

After Mr Joyce responded to the social media post, he removed the waste advertised for £40 from Lonlas Village Workshops in October of last year. He assured a member of staff he spoke to at the workshops “he did everything by the book”.

After driving away with the waste, Mr Joyce was stopped and spoken to by Waste Enforcement Officers.  A check confirmed that he did not have a licence to transport waste so he was issued an FPN for the offence.

As payment was not received, on 06/11/2024 a reminder letter was sent to Mr Joyce who made no contact with Waste Enforcement Officers and as such a final reminder letter was sent out via 1st class post on 19/11/2024.

Later, after the FPN was not still not paid he was prosecuted for carrying controlled waste, contrary to s1(5) of the Control of Pollution (amendment) Act 1989.

At Swansea Magistrates Court on Thursday, May 29th, 2025, he pleaded guilty to the offence and was fined £615, ordered to pay costs of £413 and given a £246 victim surcharge – a total of £1,274

Cllr Scott Jones, Neath Port Talbot Council’s Cabinet Member for Streetscene, said: “The cheap and unlawful removal of waste by unlicensed persons, has an effect on the local economy in that it presents unfair competition to legitimate businesses and this case shows the council and its partners will use every power available to them to bring to justice anyone who moves waste without the proper licence being in place.”

James Joyce waste carrying prosecution

Driver has to pay £1,717 after bathroom waste is fly tipped near picnic site

The discovery of a large amount of fly tipped waste, which included bathroom furnishings, near a picnic site in Neath, led to a van driver appearing at Swansea Magistrates Court after concerned residents called in Neath Port Talbot Council’s Waste Enforcement Team.

At the court on Thursday May 29 2025, Richard Marc Holland, 47, of Jersey Road, Bonymaen, was fined £153 and ordered to pay £1,500 costs and a £61 victim surcharge after he pleaded guilty to an offence under Section 33 of the Environmental Protection Act 1990.

While the defendant was not seen to have deposited the waste, section 33(5) of this Act establishes that the person in control of a vehicle carrying controlled waste, is considered to be knowingly causing the waste to be deposited, even without direct instructions, if the waste is deposited from the vehicle.

This means that the person in control of the vehicle is held responsible for the waste’s illegal deposit, regardless of whether they personally gave the order for the waste to be deposited.

The waste was discovered on Tuesday October 18th 2022, near Mosshouse Reservoir, Fairyland Road, Tonna, Neath, when a number of people who knew the area as a fly tipping hotspot became suspicious after a tipper style van containing bathroom furnishings was seen close to the reservoir site.

They later discovered the waste illegally deposited near the picnic site which included a broken toilet, a sink and shower screens.  Photographs of the waste and the details of the vehicle were supplied by the witnesses to the Waste Enforcement team.

Investigation work by two of the council’s Waste Enforcement officers found the dumped waste had come from a home which had undergone a bathroom refurbishment and the vehicle’s owner was traced.

The owner said at the time of the offence the vehicle was being used by Richard Marc Holland who later attended an interview with Waste Enforcement officers at Neath Civic Centre.

At the interview, while accepting he was in control the van on the day of the offence, he denied depositing the waste claiming he had taken it to a skip. He told the officers “Someone must have placed the waste back in the vehicle from the skip and travelled to the location and deposited it”.

This led to the charge under Section 33 of the Environmental Protection Act 1990 as above which the defendant pleaded guilty to in court.

Cllr Scott Jones, Neath Port Talbot Council’s Cabinet Member for Streetscene, said: “I’d like to thank the members of the public for their community spirited action in initially bringing this matter to our attention.

“Fly tipping is a crime against our environment and we will pursue a prosecution either in court or via a Fixed Penalty Notice. We take this nationwide issue extremely seriously and will continue to have a zero-tolerance approach.”

My attempt at suffered a setback this week, returned from holiday to find that kids had uprooted the bamboo. Managed to recover it and replant - see how long it survives this time. The new footpath has fallen victim to fly-tipping, so much for trying to improve the local area.

I needed two jubilee clips so I went to my local car parts place, which is now closed on Sundays.

So I went to Wickes, which only sells small ones.

So I went on a dog walk and, in the undergrowth next to a reservoir, amongst some fly-tipped cannabis grow-op detritus, I found two beautiful stainless steel jubilee clips of exactly the right size.

I get so much good stuff from grow-op fly tipping, I might set up an official tipping area at the top of the drive for them.

A 10cm rubber coupling labelled "underground drainage". At both ends of which are stainless steel jubilee clips.
