@abhas ow! How will they indigenize an existing standard! Where will they host it? I think NIC has a cloud but, capacity?

The most generally-useful thing any of them can do is bring #ISCII as default, in SMS for a start, and some real "scientific" work in making it usable to type in Indic languages. They can't secure SMS, but they can use smartphone penetration to supplant e-mail in other ways. They probably won't.
