UNDERSTANDING THE EVOLUTION NUCLEAR POWER IN MONTANA
WHAT IS NUCLEAR ENERGY?
Nuclear energy is produced by splitting atoms (the basic units of matter) to generate electricity. It produces a lot of energy without releasing carbon (a key element in global warming) or smoke like coal.
HOWEVER, NUCLEAR ENERGY CREATES WASTE THAT
REMAINS DANGEROUS FOR THOUSANDS OF YEARS.
A BIG CHANGE (2021) K
⚫2021: House Bill 273 removed the requirement for voter approval.
Now, only the state legislature can decide on nuclear plants.
⚫2021-SJ3 passed the MT Legislature-Energy and
Telecommunications Interim Committee examined the potential
of replacing coal-fired boilers with small modular reactors (SMRS).
NEW NUCLEAR BILLS THAT CAN BE VETOED BY THE GOVERNOR(2025)
⚫House Bill 623: Allows temporary storage of nuclear waste in Montana.
⚫ House Bill 696: Allows uranium enrichment and processing facilities.
• Both bills require state and federal approval, and tribal nations must be notified (not consulted).
THE HISTORY
Montana Says "No" (1978)
•1978: Montana voters passed Initiative 80 (1-80).
■1-80 law: If the state wants to build a nuclear
plant, voters must approve it.
This law kept Montana free of nuclear power plants for over 40 years.
Energy Reliance
• From 1978 to 2021, Montana relied on coal and hydropower for most of its electricity.
Nuclear energy was not considered.
• Concerns about climate change and pollution from coal increased in the 2000s, prompting some leaders to revisit nuclear energ
