This is the satellite which was lost a couple of days in to its flight due to an engine burn failure. It never reached its intended geosync orbit and wasn't seen again for several years.
As of 2006 its unintended orbit seems to have been slightly disturbed, presumably due to an impact with another (unidentified) object, as the main mass is now accompanied by a debris field, both of which are easily detectable by modern radar.
