A recurring reminder that #powerbi reports *are not* a security mechanism. Reports query a #semanticmodel . Therefore viewing a report requires read permissions on the backing model.
There are only three things to discuss with regard to data #security in PBI:
1. Permissions to semantic model (membership in workspace, App audience, or Build permission)
2. Row-level security (RLS)
3. Object-level security (OLS)
Only RLS and OLS constrain a user to a subset of data in the semantic model.
