ドイツ軍のウクライナ支援の機密協議がロシア国営放送に暴露されたのは、シンガポール・エアショーを視察中のドイツ空軍准将がホテルからかけた上司への電話が盗聴されたためだった。40分間に及ぶ会話には、ドイツがウクライナにトーラス巡行ミサイルを供与するかどうかなど, 高度な軍事機密情報も含まれていた。また、英国軍関係者が少数、ウクライナに入っているにも触れていた。2週間後にロシアにより通話内容が暴露され、世界中に知れ渡るとは、参加者の誰もが気づいていなかった。
ドイツは内容に改ざんがあったかどうかは明らかにしていないが、電話による協議とそれがロシア側に盗聴されたことは認めている。会話が盗聴された原因についてドイツ当局は、細かいことはまだ調査中だが、参加の一人が個人の携帯電話か、ホテルのWiFiといった安全でない回線を使ったことにあると見ている。ドイツ政府はより安全な認証済バージョンが使われたと主張しているが、遠隔協議はビデオ会議アプリ、WebExを使っていたことが判明。セキュリティ専門家は、携帯電話からの電波が、ロシアのスパイが用意した高感度アンテナ傍受された可能性を示唆する。また、スパイが知られずにWebEx会議に参加していた可能性も否定されていない。
