Our recent paper on is open to the public in (doi.org/10.36227/techrxiv.1740). In it, we propose a system that manages network services accurately and efficiently, and provide theoretical and experimental proofs that demonstrate such qualities. The proposed system is enabled by the integration of information-centric networking, telemetry compression, distributed processing, autonomic decision services, and fault detection services. It's also interesting that the #IEEE #techRxiv banner is truncated by default so it cuts off the warning that says the preprints shouldn't be used by media. You have to click on the banner to get it to expand the TINY bit to read that part...

Given the amount of engineering and CS that's already on arXiv, why would anyone prefer to use the newer IEEE #techRxiv? Is there really a demand for this?
