started following the assassination of the head of a State.
A network of treaties dragged the European countries into war after that State conducted what they framed as a reprisal.
I'm sure there was more to it, including mobilisation train schedules, but that seems to be the trigger.
And it doesn't seem to have been under the control of the State blamed.

After #WW1 the federal government in Australia banned red flags. The states didn’t know what to do about this and so if they arrested anyone carrying a red flag of any type…yes even the medical Red Cross…they were arrested and the state would report it to the federal government and they decided what to do about it. Many people were locked up.

There are laws already in place for people interrupting a worshipping place etc but because racism is common as muck it is pretty hard to work out what the crime is.
