Yes, when the #SCE is established ex novo, than 3 members from 2 states are needed.

It may nevertheless be worth the effort, because the rule in #FRG which requires #coop|s to join a meta-coop (rather than joining freely when seen fit), is actually a remainder of inhibiting #Nazi legislation from #Y1934, introduced into the coop law to bring the coops under control.

The german language term for this legislation is ›#Anschlusszwang‹.

When establishing a #coop in #Europe, prefer the form of a #EuropeanCooperative (#SCE), and avoid to make your #headquarters in #FRG, because its #CooperativeLaw still contains inhibiting #Nazi regulations from #Y1934.

Die Pflicht zur Mitgliedschaft in Prüfverbänden (sog. #Anschlusszwang) wurde durch eine Änderung des Genossenschaftsgesetz|es in #Y1934 eingeführt.

Sie diente im #Genossenschaft|swesen ebenso wie ähnliche Regeln in anderen Bereichen (zB #Wohnungswirtschaft; vgl die #NeueHeimat-Gesellschaften) der #Zentralisierung & #Gleichschaltung.
