Came across this #thomasson while in Baltimore. Not only are they maintaining these steps and the awning over them to a door that no longer exists but they are actively preventing people from using the steps to sit on. https://99percentinvisible.org/episode/thomassons/

A wide set of stairs leading to a set of windows where doors probably were originally. There is also an awning covering the stairs. Despite leading to no where the stairs look perfect as seating but a railing has been placed around the steps so they aren’t accessible.
