@davep That'd work! We have a guide for replacing the entire upper case on that model: ifixit.com/Guide/MacBook+Air+1

Since that particular listing includes extra components (like the antenna bar), you'll have to remove some to install components like the logic board. Be careful not to strip any of the tiny screws.
Thankfully, you can skip transferring the battery, since that upper case already includes one. We wouldn't recommend transferring it regardless, since they're easy to deform during removal.

@davep If you're not sure what keyboard mechanism it has, here's a list of every model with a butterfly keyboard: web.archive.org/web/2023061706

Here's a service manual for those, which uses a custom tool for the procedure: ifixit.com/Document/41578/A170
Thankfully, that custom tool is basically a stick with some adhesive on the end, so you should be able to make your own. We wouldn't recommend using a spudger to pry up butterfly keys, since their switch mechanism is easy to damage and difficult to replace.

@webhat @davep We'd recommend this method, since most of the keys are in the same spot between the two layouts.
Depending on the keyboard (butterfly vs scissor switches), the process of removing and reinstalling the keys without damage can be tricky, but definitely doable. Scissor switches are much easier to work with.

Thankfully, you don't need to move any stabilized keys, so it should be pretty simple.
