@mms For those on minimalist window manager/desktop interfaces, it has to be win 3, 4 (2000) and 5.1.
One can easily use lxde (or lxQT) or mwm to obtain it with a panel that runs independent of it. lx-panel being one of them. Or lxlauncher for program manager feel.
