A member of the Russian Parliament, Andrey Svintsov, has suggested they “publicly [give] twenty lashes with a whip in Red Square” to artists speaking out against Russia. International Human Rights Law prohibits such corporal punishment, like flogging, but doesn’t speak to how badly Andrey needs to get his kink on.
