It's a "level 3 cold weather alert" in the UK, we're being told on the radio. It's clearly going to be chilly these coming days, & in the cost of living crisis this is horrible, but what's "level 3"?

Is it worse or not as bad as level 2? How rare is a level 3?

It's winter, so getting cold is part of the deal, but I've never heard of this grading system before so I'm unclear if this is helping me, needlessly panicking me, or if it's just going to irritate me. Help?
