Counterfeit TikTok toys seized in Swansea shops amid collector craze

A surge in demand for collectible TikTok toys has led to more than 1,500 counterfeit items being seized from shops across Swansea, as part of a major investigation by Swansea Council’s Trading Standards Team.

The plush ‘Labubu’ toys, manufactured by Pop Mart, have exploded in popularity thanks to viral social media posts and celebrity endorsements from stars including Dua Lipa and Rihanna. The highly sought-after keyrings and plushies are often packaged in ‘blind boxes’, where buyers don’t know which character they’ll receive until they open it. Many are being resold online and in shops for double or triple their original price.

But recent visits to over a dozen Swansea retailers revealed a darker side to the craze: counterfeit products of poor quality, posing potential risks to children’s safety. Officers seized over 1,500 fake items in the latest phase of the Council’s wider crackdown on unsafe and illicit toys.

Rhys Harries, Swansea Council Trading Standards Team Leader, said:

“We’ve visited more than a dozen shops so far and have seized a large number of these toys. Some stores had already sold out due to demand, and many were unaware they were selling counterfeit products, believing them to be legitimate.”

“Some of the seized toys were extremely poor quality and could be easily pulled apart, which presents a serious choking hazard for babies and young children. We need businesses and parents alike to understand the dangers.”

The toy seizure comes on the back of a £10 million counterfeit toy operation led by Swansea Council in London, where Trading Standards officers tracked supply lines back to major distribution hubs outside the city.

Cllr. David Hopkins, Cabinet Member for Corporate Services and Performance, said:

“This counterfeit toy seizure is significant not only for Swansea, but for consumer protection across the UK. Our Trading Standards team has shown outstanding commitment to following the trail of fake and dangerous toys.”

Swansea Council is continuing its campaign to raise awareness about the dangers of counterfeit goods—especially when targeting young consumers—and urges businesses to remain vigilant about sourcing stock from trusted suppliers.

Swansea trading standards make huge counterfeit toy seizure

Trading Standards Officers from Swansea Council have taken the lead in ‘Operation Grinch’ which has targeted four toy warehouse locations on a large industrial estate in Southall, London.

Swansea’s Trading Standards were joined by dozens of police officers from London in the raid, along with Trading Standards officers from Neath Port Talbot, Newport, Buckinghamshire, Kent and Surrey Council, as well as brand representatives from major toy firms.

The London-based raid follows on from a counterfeit toy seizure in Swansea city centre during the Christmas period of 2024 when officers seized thousands of counterfeit toys from pop-up shops that began trading in the city centre during December.

Investigations into the source of the toys had led Trading Standards to the industrial estate near London, and prompted a large operation to target the main suppliers of the fake toys, which are thought to have been distributed to other parts of the UK.

Some of the counterfeit toys seized in Swansea, packaged as well-known brands including Pokemon, Pepper Pig, Star Wars and Marvel, were also found, during testing, to include banned chemicals known as ‘Phthalates’ which if ingested can affect the body’s hormone system and have been linked to certain types of cancer.

Rhys Harries, Swansea Council’s Trading Standards Lead Officer, said: “The latest seizure is the result of detailed investigations around the sources of counterfeit toys that we discovered being sold in Swansea.

“Christmas can be a popular time for businesses to quickly set up in vacant premises and distribute unsafe, counterfeit toys to families looking for a bargain.

“While we were able to seize a significant amount of toys being sold in Swansea city centre, our focus quickly switched to the source of the distribution into Swansea.

“We have spent a lot of time investigating these sources, using external partners to gather intelligence about the traders in London.

“In terms of the large amount of dangerous and counterfeit goods we have seized, I have no doubt that all of these were destined for the high streets of many of the UKs towns and cities. So it’s great to know that we have had a positive impact and are able to not only protect families and young children from the possible dangers associated with these toys, but also to protect established brands who have been affected by the sale of counterfeit products.”

David Hopkins, Swansea Council’s Cabinet Member for Corporate Services and Performance, said: “This latest counterfeit seizure is significant in terms of the positive impact it has had, not only in Swansea, but around the UK.

“Our own Trading Standards did not stop at simply dealing with counterfeit goods being sold on the street in Swansea, they showed a lot of professionalism and determination to tackle the wider distribution into other towns and cities. I’m extremely proud of everyone’s efforts, along with the assistance of external partners who have provided support for this operation.”

Shop raided for selling illegal vapes and cigarettes – just yards from council offices

Peshawa Zada, owner of Bob Marley Vapes, St Helen’s Road, has pleaded guilty to a number of offences relating to the sale of unlawful vapes, counterfeit cigarettes and fraud, and is due to be sentenced in April.

Mr Zada, 23 of St Helen’s Road, had repeated visits by Trading Standards, dating back to March 2023, where officers were concerned with continued sales of the illegal vape products and complaints they were being sold to children under the age of 18.

In the UK, disposable vapes cannot be sold with more than 2ml of liquid. Visits to the Swansea-based shop, established vapes were being sold with 10ml of liquid and were seized by the Council.

During the latest visit in March, trading standards officers discovered a number of concealed storage areas at the rear of the shop and in the ceiling which contained illegal vapes, along with counterfeit cigarettes.

The shop owner was arrested and charged with seven offences. He has since pleaded guilty at Swansea Magistrates and has been remanded in custody until sentencing next month.

David Hopkins, Deputy Leader and Cabinet Member for Corporate Service and Performance, said: “Shop owners selling illegal products with age restrictions, to underage children, are not only breaking the law, but they are also displaying a complete lack of awareness about the consequences, the sale of these products can cause to young people.

“Our trading standards team has continued the excellent work it has already done in recent years, to stamp out the sale of these potentially harmful products, that are getting into the hands of young children.”

In 2024, the Council led an operation with police (Operation Thor) to seize illegal vapes from a large storage facility in London, seizing more than 120,000 illegal vapes with a street value of £1.5million.

Cllr Hopkins, said: “The operation was a great success in terms of stemming the flow of illegal vapes into Swansea. Sadly, we know that shops in the city are still attempting to sell these illegal goods such as vapes and counterfeit cigarettes.

“We will continue to target these stores and keep consumers safe.”

Swansea corner shop counterfeit cigarette racket duo sentenced to jail

When trading standards officers raided the premises they found a stash of fake fags hidden in a secret compartment behind guttering at the rear of the premises.

Shakawan Otham Ali, 35, formerly of New Road, Skewen, and Mansel Street, Swansea, but now of no fixed abode, and Rebin Dhair Sabir, 35, formerly of Glanmor Crescent, Uplands, Swansea had been placed in the store to ‘manage the existing criminal business’ by someone higher up in the organisation. Both men have been jailed for their parts in the profitable operation.

Lee Reynolds, prosecuting, said in March and April 2022 a series of test purchases were carried out at a shop called Swansea Market at 17 St Helen’s Road in Swansea which, at the time, was being run by the defendant Ali.

A search of Ali’s house was then carried out and officers found two large bags and a box which were full of tobacco products as well as £4,845 in cash hidden underneath a bedside cabinet.

Officers also recovered a notebook containing lists and numbers.

The court heard the “street value” of the tobacco and cigarettes seized was approximately £31,941 and that based on the financial details found in a notebook the illegal sales of tobacco varied between £600 and £1,300 per day with an average of around £1,200.

Both previously pleaded guilty to multiple offences of selling illegal tobacco products when they returned to the dock for sentencing.

With discounts for their guilty pleas Judge Catherine Richards sentenced Ali to 12 months in prison and Sabir to nine months in prison. Sabir’s term will run consecutively to the current sentence he is serving.
