The Supreme Court of Canada has said that the purpose of Part II.1 (Terrorism) of the Criminal Code is “not to punish individuals for innocent, socially useful or casual acts which, absent any intent, indirectly contribute to a terrorist activity.”(1)
In the context of the offence of participating in the activity of a terrorist group, Khawaja says that:

Communicating in itself with a listed entity is not a criminal offence. It becomes criminal if property, money, financial services, or terrorist activity is involved, whether directly or indirectly.(3)
Note that while these acts are not criminal offences, they may lead to added surveillance. As well, for non-citizens, terrorism issues in immigration law can come up even if someone is not suspected of a criminal offence.

A listing means that a group is now considered a terrorist group, even if it is not engaged in terrorist activity and did not previously meet the definition.(1)
If you interacted with a group before it was listed and that interaction was legal at the time, your past actions do not become a crime retroactively.
For example, giving money to a terrorist group is a criminal offence.(2) However, if you gave a group money before they became a terrorist group, that was not a criminal offence.
However, there are offences about “terrorist activity” and offences about “terrorist groups.” A group also does not have to be on the list of terrorist entities to meet the definition of "terrorist group.”
For example, a court might decide that a group was a terrorist group before it was listed because it was engaged in terrorist activity. If so, giving money to that group in the past would have been a criminal offence at the time that it happened.

Owning personal property with the symbols of a listed group

The criminal law prohibits people from holding, dealing in, or disposing of property on behalf of a listed group.(1) It does not prohibit you from possessing property that contains the symbols of a listed group if you are not holding onto or doing anything with it on the group’s behalf.
Whether or not an item features a group’s symbols does not affect its legality under Part I1.1. What matters is who owns or controls the item, how it came into your possession, and what you intend to do with it.
If the property came from the listed group itself, to avoid any legal issues, it must have been in the person’s possession before the group was added to the list.
For example, Part II.1 of the Criminal Code does not forbid you from owning the flag of a listed group. If you bought that flag directly from the group prior to its listing, that flag remains legal for you to possess.
However, if you are then storing that flag so that the listed group can continue to use it, legal issues may arise.
