EU Open Source Policy Summit 2024 Panel: The Case for a Big EU OSS Fund by @OpenForumEurope

@francescabria: "Change the narrative, be strategic, connect the initiatives that work, put forward a plan, and turn Next Generation Internet (@EC_NGI@social.network.europa.eu) into a 10-billion European Sovereign Tech Fund!" 💯

@mrchrisadams Yes, I don't know if there's a link, but I spoke for a while with Alberto at #EUOpenSource and I think that's the breakdown he told me, that a bunch is commitments from the private sector. Not sure if it's the companies implementing or others.

Why not an #EU €10bn fund for #OpenSource? #EUOpenSource

Lessons and common misconceptions: “Don't look at the end product first without thinking about the underlying work that needs to happen. Take into account the chain of software components and communities involved. Have a holistic approach of all the steps.

— There is no glory in prevention.
— Funds are limited, using taxpayer money
— Public procurement laws make it hard
— Look where you can have a leverage effect “ 3/3

“The blueprint STF provides is how we learned to scale things up quickly. It’s good to start with a laser focus on very specific tasks and then scale up, instead of starting with a top-down approach and then learning on the way that it doesn’t work.

The learnings on the national level do apply. We don’t have a narrow focus on location, we look internationally for projects, and the programs we design need to take into account how the communities work.” 2/3

On the panel on EU OSS fund, Adriana Groh shares learnings from STF:

On how an EU fund might interact with national actors: “We need more actors in this field, not fewer, especially actors with public money for the public interest. More actors creates desired resilience and redundancy, which is a good thing. With just 1 or 2 actors providing support, it’s dangerous for communities…”

Continuity of projects funded by @EC_NGI:
• 40% of funded projects continue to community effort
• 20% continue through an existing company
• 8% lead to the creation of new companies or foundations

So many organisations want to bring „everyone at the table“ that I fear we will run out of tables very fast ;) #EUOpenSource

@krakenbuerger On trustworthiness: “There’s nothing inherently trustworthy or untrustworthy about open source. It’s like asking whether we should trust water. There are ways to make water trustworthy. We can filter it, we can process it, we can put processes in place to make it safe and usable.” 4/4

@krakenbuerger On AI and automation: “AI-powered tools can be very effectively used by developers. We would be well-advised to look into how reliability and security are affected. It’s going to impact how code is written, evaluated, and even how bug reports are submitted.”

“There are not enough people in the space, and this is a hazard and a structural issue. It’s our responsibility to think about how we can grow in a reasonable and sustainable way.” 3/4

@krakenbuerger "For any kind of regulation that affects open source developers, it can’t be an afterthought in how we support them in complying with these rules. They don’t owe us anything, they’re not our suppliers. We can’t create a hazardous environment for them to develop in." 2/4

On the panel on security and resilience, STF's @krakenbuerger has four main points:
“The infrastructure that we base all modern society on is neither sustainable nor healthy; it’s a threat for any security concept. It doesn’t work without securing these core technologies” 1/4 @OpenForumEurope

“Anyone can put code out there and call it #OpenSource —as long as there is the right license, it’s true. But what is more important is open governance: who actually owns the code. And it will be the same with AI.” — Stefano Maffulli @osi
Kudos here go to 🇫🇷 for recognizing that through the #France2030 program funding “#DigitalCommons for #GenAI “ for several dozens million euros.

Official launch of #OSEE: “#OpenSource Ecosystem Enabler”, an initiative by ITU (David Manset) and UNDP to connect #OSPO around the world and increase adoption of public open digital base infrastructure (or whichever combination of those words works for you 😉).
Finally, after months of hints (most public info so far: jobs.itu.int/job/Home-Based-Op)!
