It's as if someone took the plot of Commander Riker, Manua Apgar and Nel Apgar from the TNG episode "A Matter of Perspective" and the memory violation from the DS9 episode "Hard Time" to create the plot of this episode.

It was in 1994.
The Gambling Act, under whose authority the UKGC can prosecute people for the offence of cheating, was enacted in 2005.
The prior C20 and C19 Acts that it replaced do not seem to have made cheating (misuse of insider information) an offence back in 1994.
During early season one, Voyager needed more #PrimeFactors quality writing and less #Emanations and #ExPostFacto quality writing.
#AllStarTrek #StarTrek in the 90s had a tendency to have stories that would use life-like humanoid holograms. I guess since we didn't have Large Language Models as yet, the question of the hologram's independence/intelligence usually rested on how the crew experienced them.
Hence #Kess treating the Doctor as an actual person with agency.
But if holograms were intelligent beings, then the Federation would have accidentally been creating a slave labor force. 😖

I forgot how boring this episode is. I've seen more lively crime dramas in the YouTube "bodycam" category. As much as I like "Survival Era Voyager", it certainly had more than its fair share of stinkers.
