At least one implementation of starter-packs / follow-packs for the Fediverse is will NOT allow you to add someone to starter-pack / follow-pack if that person has set their account to NOT be "discoverable".

As I mentioned before — I think the Fediverse version of Follow-Packs / Starter-Packs should be some type of ActivityPub / ActivityStreams object.

It could look a lot like the "following" and "followers" URLs look.

#FollowPacks is an interesting idea. Every person I follow is on a list based on why I started following them but categorising in that fashion is subjective. I wonder if we could do something similar with hash tags.
