The quests assume you did the meta at some point, since it doesn't make any sense to do it when you've closed off the way to get there (though of course you can still get there; it's a whole new city after all, infested though it may be).

With Absolution out, Twitch Drops is live again! Lasts from 6/3 to 6/8 11:59pm PDT (UTC-7)! You need to have a GW2 stream with drops enabled running for only five hours to get everything!
