Actor is in costume as w/ band manager/songwriter . Hart discovered the band in Portland & managed them for their entire run.

In the foreground on the left is Burgess Meredith in full Penguin costume, with his iconic long cigarette holder. On the right of the foreground is a tall, thin, and slightly balding man in a suit. He is manipulating a box of some kind, presumably a sound system. 

In the background are four men on a stage, in costumes reminiscent of the American Revolutionary War, playing rock band instruments. 

To the left of them, tucked away behind the Penguin and barely visible, is a young woman in a hip 1960's yellow dress and matching hat. Presumably, the actress was playing the "moll" (the trope female sidekick to the villain of the week).
