Arkenfox disables privacy.resistFingerprinting in version 128 in favor of FPP.
Tor Browser 13.5 was released yesterday.
One notable fix: RFP now spoofs your timezone to Atlantic/Reykjavik (Iceland), instead of UTC. Atlantic/Reykjavik still is UTC0, so there should not be much a difference.
This has done because some poorly made anti-bot systems block anyone using UTC, as it is rare outside of RFP.

Latest trial over; now reset `privacy.resistFingerprinting` to `False` again.
PROs: After each FF restart, the detected f/p at https://fingerprint.com/ did indeed change each time ✅
CONs: All per my OP's links. Those most grating for me: resetting window size, UTC-timezone & per-tab page-zoom each FF restart.
NEWS: Tonight i discovered to my pleasant shock; that f/p STILL changes ea #FirefoxNightly restart, even back @ `False`
Ergo: No reason to keep `True` 🎉

So far, tis going v well [albeit i wonder how long i'll tolerate FF window size resetting each launch, & all my custom page zooms resetting to default].
