Pedestrians always have the right of way in the #USA unless they're on a pedestrian-barred interstate (>55 M.P.H. roads, often with concrete barriers). These are the federally-chartered post-WWII roads that were inspired by the German autobahns. The motorist is usually at-fault in court for any vehicle-pedestrian collision, but is only cited by the police if they clearly could have done something obvious to be more responsible. We even force drunk drivers to use a special license plate so other motorists know to call the police if that kind of a car is swerving or behaving strangely. :asuna_but:
