The arguments for universal benefits are that the delivery of the benefit is both low cost and doesn't require claiming or expensively qualifying claimants.

The amount given to those that don't need those universal benefits was always assumed to not outweigh the savings and as a social value worth any 'waste'.

Though the 'waste' if financial was pumped into consumption so itself a benefit.

Any means testing will reduce the number of beneficiaries.
