Will Kocharyan take the position of an opposition deputy in parliament?

Former President Robert Kocharyan stated in a press conference on June 22 that he might decide to not take up his seat in the Armenian parliament. During the June 20 parliamentary elections, Kocharyan’s Armenia Alliance came in second, gaining 27 seats. Prime Minister Nikol Pashinyan’s Civil Contract Party, which won by a landslide, will take 72 seats. The rest of the seven seats will go to the I Have Honor Alliance.

Following the election, many wondered if Kocharyan would take the position of an opposition deputy in parliament, or if he’d give up his seat to someone else on the Armenia Alliance list.

“I’m an executive, I do not imagine myself in the legislature, I find it difficult to see myself in parliament,” Kocharyan said.

It is worth noting however that a decision regarding Kocharyan’s participation in the next legislature is not finalized.

“The results, I must admit, were unexpected, (many) of the polls showed a different picture,” Kocharyan stated during the press conference, continuing that his alliance is concerned about mass violations conducted during the election. It is expected that the Armenia Alliance will apply to the country’s Constitutional Court regarding the alleged violations.

In terms of why his bloc lost, Kocharyan stated that Pashinyan and his allies stoked fear of a return to the old regime and the politics of pre-”velvet revolution” Armenia.

Moreover, Kocharyan admitted that the ruling party did particularly well in rural areas of Armenia, but added that if the campaign period was longer, this could have changed.

“These elections significantly changed the political landscape. If (the ruling party) continues with vendettas, I have no doubt that Armenia will be facing an emergency and the government won’t last very long,” the second president concluded.

Hanrapetutyun Party – #ArmVote21

The Hanrapetutyun Party (Republic Party) was formed in 2001 by former members of the Republican Party (Hanrapetakan Kusaktsutyun) and the Yerkrapah (Defenders of the Land) Volunteer Union, a group of veterans of the First Karabakh War of the 1990s. Aram Sargsyan has served as the party’s leader since its founding. The party has not enjoyed representation in the legislature since the 2018 elections. In this month’s vote, the party is running under the slogan “Jobs, security” (Ashkhatategher, anvtangutyun).

Heading the Slate: Aram Sargsyan

Longtime leader Aram Sargsyan is a former prime minister (1999-2000) and the younger brother of Vazgen Sargsyan, himself a former prime minister (1999) and defense minister (1991-1992, 1995-1999). Vazgen Sargsyan was among eight politicians assassinated in the Armenian parliament shooting of October 27, 1999.

Hanrapetutyun Party

In 2017, the party ran in alliance with Nikol Pashinyan’s Civil Contract and Edmon Marukyan’s Bright Armenia as the Way Out alliance (Yelk Dashink). Collectively, the three parties won 9 of 105 seats in that election. The Hanrapetutyun Party left the alliance after the 2018 Velvet Revolution and failed to garner enough votes in that year’s parliamentary elections to enter the National Assembly.

Earlier this week, Sargsyan gave a speech outlining the Hanrapetutyun Party’s platform for the upcoming vote. Stating that his main priority is to “use all the resources of the country to eliminate the threat to statehood,” he called for the government to increase funding for the sciences, improve the country’s investment climate, strengthen the armed forces, and make better use of Armenia’s natural resources.

Gagik Tsarukyan & Prosperous Armenia Party – #ArmVote21

Prominent business tycoon Gagik Tsarukyan founded Prosperous Armenia (Bargavach Hayastan Kusaktsutyun) in 2004. He is, arguably, Armenia’s most successful oligarch, having managed to transform his financial power to political power — and maintain both throughout several administrations.

Though political analysts at the time suggested that then-President Robert Kocharyan played a key role in founding the party, the true extent of Kocharyan’s involvement remains unclear. It may have been limited to consciously allowing Tsarukyan to consolidate his economic and political base.

In the most recent parliamentary elections in 2018, Prosperous Armenia won 26 seats in the National Assembly, making it the largest opposition party in the legislature. The party is running in the upcoming elections under the slogan “Secure and mighty homeland” (Anvtang yev hzor hayrenik).

Heading the Slate: Gagik Tsarukyan

Tsarukyan was born and raised in Arinj, a town in Kotayk Province that serves as a suburb of Yerevan, the capital. Tsarukyan maintains a mansion in Arinj. In the 1990s, Tsarukyan became involved in more than 30 business ventures across Armenia, amassing a multimillion-dollar fortune. His holding company, Multi Group Concern, has emerged as one of Armenia’s most powerful and influential firms. At the time, Tsarukyan also made a name for himself as an athlete and previously served as the head of Armenia’s National Olympic Committee.

In the early 2000s, he founded the Prosperous Armenia party and won a seat in the National Assembly. In 2018, Tsarukyan was one of the few oligarchs in Armenia who supported the Velvet Revolution led by Nikol Pashinyan. But the two men had apparently fallen out by June 2020, when the National Security Service questioned Tsarukyan and searched his mansion in Arinj over alleged financial irregularities at his casinos. In September 2020, he was arrested on vote buying and bribery charges. Those cases remain open.

Prosperous Armenia

Holding 26 out of 132 seats in the National Assembly, Prosperous Armenia is currently Armenia’s largest opposition party with legislative representation. (The only other opposition party in the legislature is Bright Armenia, which holds 17 seats.) According to political analysts, rural voters and residents of Kotayk Province, where Tsarukyan hails from, form the base of support for Prosperous Armenia. Located in the center of the country, Kotayk is a major center of both agricultural and industrial production in Armenia.

Prosperous Armenia is pro-Russian in its statements. At a press conference earlier this week, party lawmakers highlighted the security of Armenia and Karabakh as the party’s main priority — and underlined Russia’s key role in guaranteeing the region’s security and stability. “The most important thing is to expand our relations with the Russian Federation…as much as possible,” said legislator Arman Abovyan. “We plan to strengthen the army and modernize it as soon as possible,” he said.
