In the government negotiations, the governing parties decided to reduce the refugee quota to 500 people.HS reported last week that Mari Rantanen (BF), who stepped down as interior minister at the end of the year, and her replacement Lulu Ranne (BF) have been trying to reduce the number of quota refugees from Muslim countries and take them from Christian countries instead.

Rantanen and Ranne have instructed officials to prepare the allocation of next year's quota so that no more quota refugees are taken from countries such as Afghanistan. Instead, more would be taken from countries such as Venezuela.

"It is very strange if anyone even thinks that this would be considered," Anderson said.

The purpose of the refugee quota system is to target aid to the most vulnerable people, according to Andersson.

The inability of several parties to stand up clearly and consistently for human rights and international law has led to such a mess that I don't know if very many people are keeping up with what is happening around the Refugee Act any more. Therefore, I will repeat a few points.

Firstly, the Refoulement Act is contrary to international law, EU law and the Finnish Constitution. The amendments tabled by the Administrative Committee do not change this fact. The government's proposal gives border guards the power to prevent asylum seekers from crossing the border and to turn back people who have already crossed the border. Asylum applications will not be received or processed, nor will there be any appealable decision. It is precisely these facts that are in conflict with the international human rights conventions binding Finland, EU law and our own constitution. It is therefore not possible to bring this proposal into line with international law by tweaking the details.Secondly, the re-referral to the Constitutional Committee did not change anything. In yesterday's opinion, the PACE did not take a position on whether the proposal is compatible with international law. That train has already left the station, and the experts were unanimous: it is not. Nonetheless, the PeV issued an opinion that allowed the law to be passed. This new opinion does not take a position on the bill as a whole, but only on whether the amendments made by the Administrative Committee adequately reflect the corrections to legal certainty required by the Constitutional Committee in its previous opinion. Corrections are needed there too.

If this law goes through, it will set a dangerous precedent that will in future allow the curtailment of people's fundamental and human rights on the grounds of national security, which is precisely how the curtailment of people's fundamental rights has been justified in many authoritarian states. Finland should not join this group.

As a historian, I also feel obliged to point out that today's human rights treaties and practices were born after the Second World War, largely as a reaction to the nightmarish atrocities committed by Nazi Germany.

When right-wing politicians now say that such human rights are obsolete and that our national security is now more important, please think very seriously about what that means. Not just for asylum seekers seeking to enter Europe, but for all of us.

There is real cause for concern about far-right terrorism in Finland and also about racism at the top of Finnish politics. The warnings of the Finnish Security Police came true in a sad way when a man known for far-right terrorism and activities stabbed a 12-year-old child with an immigration background in the Valkea shopping centre in Oulu yesterday. What happened is terrible and underlines how decision-makers have a responsibility to use their actions and words to eradicate all kinds of extremist thinking and terrorism in Finland.

Unfortunately, only Finance Minister Purra (basic) yesterday gave an example of how the current government is part of the problem. He hinted that the attack was part of a growing gang problem and that Finland was following "the trajectory of other countries". By this he is quite obviously alluding to the possible immigration background of the perpetrator, and it is precisely this kind of language that is likely to foment far-right developments and terrorism. This kind of generalised language feeds racism.The government should tackle all extremism consistently in a way that creates security and freedom from discrimination for all Finns and people living in Finland, including those with an immigrant background. Street gangs and various secondary phenomena of immigration, such as poor social status, must be tackled and prevented through youth, social, education and employment policies. Stamping out racism will not solve any of the problems, it will only make them worse.

Now it turns out that the perpetrator is a known far-right actor who has previously been active in a banned far-right political gang, stabbed people at a political event with far-right motives as early as 2013 and has attended several events together with politicians from the True Finns party.

It is obvious that the Orpos government is part of the problem. Claims of anti-racist work are nullified when the party of the Minister of Finance and the Minister of the Interior consistently downplays far-right terrorism and, through its own political actions and speeches, only gives more resonance to racism and extremism in our country.I am very concerned about the internal security of our country when such people are in charge of the political leadership of our country. What separates Finance Minister Purra's ambitions in politics from the racist writings and underlying motives of his social media nickname "riika" in the past?

Yesterday's reaction shows that not much of anything. And that is very worrying for the integrity and community of Finland.

"Go to work, go to work", shouts Minister of Finance Riikka Purra to protesters at yesterday's event for the Basic Finns. And then, in true Basic Finns fashion, she plays the victim on social media.

Riikka Purra uses condescending rhetoric in public when talking about other people. She smiles in the picture scissors in hand, gloating at the expense of those affected by the government's drastic cuts. She shows no empathy or words of comfort for people in distress. She is very cruel and cold in her politics.

It is causing a backlash. It causes demonstrations. It causes boos in sports stadiums. But as always, the criticism is turned into victimisation. The biggest victim once again is the mistreated Basic Finns. The same person who is allowed to use harsh rhetoric when criticising others, but is unable to take the slightest criticism. It's always a witch-hunt and who knows what else.This is what it has been for years. The Basic Finns come to social media and writes horrifying text. Then when it is critically responded to, the victimisation begins. Responsibility for one's own behaviour is never taken. The fault is always elsewhere than in the mirror.

Finland still has the right to protest. Perhaps it will be next on the government's ban list now that strikes have been curtailed. It is rare that a minister openly fucks with protesters. It's the kind of development we should be waking up to. But we're not. Remember the furore that arose in the last government when Sanna Marin used the word boomer. It was written about for weeks. The fact that the Minister of Finance is shouting at protesters should be juxtaposed as equally big deal in the media. Something has happened in this world when it doesn't.

Riikka Purra has made a number of excesses over the year. She has not apologised for any of them. Could she try that the next time? Even a modicum of empathy and understanding for those most hurt by her austerity measures? And not to the point of showing them even more contempt.

Now no one should go along with this victim narrative, but instead demand responsibility.At yesterday's event, police had to remove a protester after he behaved aggressively. There must be absolute zero tolerance for that. You can protest, but peacefully.

The reaction at ministerial level to the demonstrators was sub-standard. As a society, we are slipping into something from which there will soon be no return if we do not now really stop in the face of this change.

Something has changed in Finnish politics. And the change is insidious, gradual, but suddenly so obvious. The change is driven by one party. Timo Vornanen, a member of parliament from the Basic Finns Party, fired a gun in central Helsinki on Thursday night after first pointing it at other people. Before that, according to HS, he had sought the attention of 18- and 19-year-old women in a restaurant at the end of a long evening, and in the course of this had argued with the man involved in the incident.

The case raises a number of questions. Why is the MP carrying a gun in a restaurant? Was he already carrying it earlier in the evening in Parliament? Why did he fire the gun and point it at others? Why  a Member of Parliament can bring a gun into Parliament, which I did not even know about? (for safekeeping for security personnel, of course, but I see no reason why weapons should be brought into Parliament for safekeeping at all, that is not justified by the hobby of hunting or shooting.)These questions need to be answered. Vornanen's guilt of the crime must be carefully investigated and the prosecution carefully conducted. He must not be given the impression that, as a police officer on leave or as a party colleague of the Minister of the Interior or as a Member of Parliament, he is receiving special treatment.

However, we must also consider whether this is a wider change. The way in which the Basic Finns do politics differs from other parties. Its candidates have a much higher number of criminal convictions than those of other parties, including for violent crimes. Its way of talking about different population groups is harsh, often discriminatory and attitudinal. Its representatives have even boasted of criminal convictions for, among other things, being engaged against an ethnic group. Even its ministers and party leaders have posted racist and/or violent fantasies on social media.Is it any more a coincidence or is it a party that takes the attitude that the rules don't apply to them? For party activists who are inclined to authoritarian or arbitrary thinking, do they consider the rules to be something above themselves?

If this is indeed the case, it is a very dangerous development. It is for each of us to consider for ourselves how dangerous such a development is for the rule of law and for human equality, and how it can be stopped. Answers are also needed from the Finnish Government and the leadership of the Basic Finns Party.

Carrying a gun is always a deliberate act. In the centre of Helsinki and at a restaurant night, it is by definition a dangerous and threatening act. In this context, it seems to indicate a major change, and it is no coincidence which party's representative is involved. There have just been too many "coincidences" already.

Incidentally, the fact that this week Leena Meri, Minister of Justice of Basic Finns, decided to remove *all* support for peace organisations does not add to the sense of security. Why try to mediate and resolve conflicts when you can curl up in the fetal position?"According to the Ministry of Justice, the aim of the grant has been to support peace, social stability and conflict prevention through peace work. Government grants to peace organisations were already hit by a major cut earlier this year, with a 60% reduction in their funding. If the government's planned cut in state subsidies goes ahead, many Finnish peace organisations may be forced to reduce their activities or close down altogether.

Basic Finns MP Timo Vornanen has been in custody over the weekend on suspicion of a firearms offence. According to media reports, Vornanen fired a handgun after a night at a bar in central Helsinki.

The case shows the scale of the problems in Finland's political leadership.

The main people responsible - Prime Minister Petter Orpo and the leader of Basic Finns Party, Riikka Purra - have shown their worst leadership to date. And in the case of this government, that is saying a lot.

They have not taken control of the situation in any way, but are, as usual, in hiding. They have not dared to go before the media, but have been text-messaging the press with thin answers. This is a singularly unfortunate performance.

Of course, we should not expect any better, because when you get into power by lying and inciting racist thinking, you get people who cannot lead responsibly. And this is exceptionally evident when these bad leaders face a serious crisis.A good but inexperienced leader learns quickly from one crisis and handles the next one better, and Orpo and Purra have not lacked crisis training in this government. But they just don't learn for the better.

Orpo and Purra either can't lead or don't want to lead. And both options are completely unsustainable in this situation.

Besides the leadership deficit, another big problem is the current form of the Finns party.

I believe that Mr Vornanen's actions have come as a shock to all members of the party, and I am sure that none of Basic Finns will support such actions. But it is still necessary to discuss why we have a party in government and a very strong popular support base that not only attracts irresponsible and dangerous people like a magnet, but also repeatedly elevates them to positions of responsible power.

It is no coincidence that Basic Finns politicians have the most criminal backgrounds, or that a child molester or neo-Nazi can become a minister in Basic Finns, or that radical far-right groups in Finland have repeated links with Basic Finns.The Basic Finns are a party whose two leading stars, Riikka Purra and Jussi Halla-aho, have publicly written violent fantasies in which they use a handgun in public, and the Basic Finns voters approve of this, as they do of all the other dangerous and irresponsible behaviour of Basic Finns politicians.

And when discrimination, hostility, racist crime and fantasies of violence are accepted and even praised within the party, this has a consequence: more people who act in a discriminatory and hostile way and who foster violent fantasies of power end up in the party.

These two issues, the government's total lack of leadership and the chaotic unpredictability of Basic Finns party, lead to the third problem, which is possibly the biggest of all.

Finns' confidence in the political system and society is being destroyed at an unprecedented rate.

The government came to power by lying about virtually all its election promises. It has not even tried to deliver on its promise of zero tolerance of racism and disinformation. The government listens to no one and cares not a jot about the crushing impact of its cuts on people's daily lives - on the contrary, it arrogantly mocks the poor it hurts with by posing with scissors in hand. The most common response to criticism is to label the critics unjustifiably as communists or representatives of the "Trade Union_mafia".Ultimately, society works on trust. People must be able to trust that the majority, and above all politicians, will act for the common good.

And when, on top of such cruel and intransigent policies, our leaders shirk their responsibilities in a situation that has shocked all Finns, it severely shatters that already fragile trust.

This is not acceptable.

And it must be said loudly to the decision-makers. Much louder than before.

Because when a small group arbitrarily decides the fate of a large group by threatening, lying and behaving with unpredictable aggression, and the large group can only helplessly obey and somehow try to endure and hang on, it is no longer a question of democratic governance of the welfare state, it is a hostage situation.

Minister of Justice Leena Meri (ps) is sitting on the draft a bill that will bring Finland's penal code into line with the requirements of the European Union's framework decision on racism.

According to Iltalehti, Meri is putting the brakes on a bill that would criminalise Holocaust denial. The Holocaust refers to the mass extermination of Jews carried out by Nazi Germany and its collaborators between 1933 and 1945.

Iltalehti newspaper reported at the weekend how Meri disbanded a working group that was preparing amendments to the article of the Criminal Code on incitement against ethnic groups.

Helsingin Sanomat reported on Monday that Meri had practically rejected a planned government proposal to strengthen the independence of the judiciary in the constitution.Stuck on the minister's desk.

The draft bill on the criminalisation of Holocaust denial has been drafted by the Ministry of Justice. The decision to set up the working group, which was disbanded by Justice Minister Meri, states that a separate drafting project on Holocaust denial has been launched.

According to Iltalehti, the draft proposal was submitted to the Minister two weeks ago. Since then, the ministry has been waiting for the minister's political guidance on the need for amendments or for the draft bill to be approved for consultation.

The consultation period is running out.

The six-week consultation period will not be completed before the last week of May, when the bill is due in Parliament. Finland, for its part, has promised the EU Commission to submit the draft laws to Parliament "by the end of November 2023" (pdf, p. 40) and to bring the laws into force "by 1 June 2024" (polf, p.5).If the minimum consultation period is respected, the proposals will not even reach Parliament before the beginning of June. The Chancellor of Justice has repeatedly warned the government of Petteri Orpo (Coalition Party) about the excessively short consultation periods.

The criminalisation of Holocaust denial is the only concrete legislative measure directly addressing racist crimes in the Orpo government's anti-racism communication of last summer (pdf, p. 12). The communication was issued in response to the racism scandals affecting the Finns ministers.
