In the context of #comics (and #manga), these "#toonforce" characters (called gagmanga characters in japan) are the tip top strongest tier of characters, able to do basically anything to anyone. #Dragonball has a funny example of how completely off the scales powerful these characters are when #Vegeta is completely dominated by the little girl #arale in #dragonballsuper :
#Popeye being a #DCComics character actually gives context to his specific special powers, beyond the normal popeye meta text. His spinach, for example, is actually an alien drug that resembles seaweed that gives him strength within the Superman mythos, but DC itself has a classification for the normal cartoon Popeye's abilities: #Toonforce.
There are multiple "forces" in DC comics which grant their users incredible powers. Famously #TheFlash taps into "speed force" which is how he's so fast.
