Wrong answer @grischard. The correct answer should be "we are striving for 100% compliance". We, the OSM mappers granted the OSMF the exclusive right to defend the license and with that comes the duty to do so to the maximum extent. If you have a threshold, then explain to he OSM community why it exists.

@Firefishy The problem is that most OSM mappers do not care about the attribution requirement to be enforced. The key word is "enforced". Think about it — would you cast your vote to make the OSMF go to court to defend the license if the offending party ignores the love letters?

@andrew Re: how to fairly/efficiently distribute the hypothetical money to the creators. I believe that to do this elegantly, some assumptions need to be thrown away. For example the notion that only "valuable" work should be monetarily rewarded, or that it is the exchange value of reward that motivates people to supply labor. Once we are ready to take that path, the situation becomes much clearer.

I agree with Sapolski we have no free will, but I also think we are not determined in a classical sense. Physicists know that deterministic systems can evolve into chaotic ones, where future is impossible to predict from initial conditions.
However, I do not see how chaos can lead to free will either, so the chaos argument would not work against the free-will-is-illusion advocates.
