It's probably domain blocking, and hence part of exactly the described issue of your access to information being controlled by the state.
I'd suggest one of:
- Install Firefox and use their "maximum protection" DNS mode; or
- Manually set your computer to use a DoH DNS server like https://1.1.1.1
- Use a decent VPN app (I use NordVPN, but that's not an endorsement)

Having read the article you link to, I think this "quote" captures the essence of what Arendt actually said very well, in a form that's easier to digest. In meaning, it seems faithful, and doesn't leave out any important nuance.
I disagree with Berkowitz that any alteration to her words is necessarily harmful. To me, it's the message that matters. Direct quotes, out of context, can just as easily mislead.

Good ideas don't only come from good people. (It's often the other way around - we tell only good stories about the people whose ideas we like - they probably aren't all good people)
I have a feeling that most ideological leaders probably have some pretty intense & obtuse personality traits. It's not easy to break from the mould.
To my mind, we should judge ideas almost entirely separately from their inventors.
Which tribunal are you referring to?
I don't see anything worthy of ridicule in the quoted passage.
Sexual violence is deeply personal trauma. Most trauma victims are not up to testifying in public, & are unlikely to want to invite further abuse by making public statements. The ones that do are rare heroes.
Holding abusers to account requires both named & anonymised/pseudonymous sources, and also considering the volume of anonymous complaints.
