A professional bike race with dozens of people in the peloton. They bike by a horse's paddock, and the horse runs, leaps over the tall fence, and joins in the race. At first it's in the middle of the peloton, then as they cross a bridge it's ahead of the group. It seems to be having the time of its life, and it's a polite racer!

Las fuerzas armadas responden ante una autoridad política que es la encargada de gestionar la emergencia. En este caso, dado que se trata de una situación de interés nacional, el Ministerio del Interior puede declarar la 'situación operativa 3' y ceder el mando a la UME a través del Mando Operativo Integrado (Ley 17/2015 y Plan General Estatal de Emergencias de Protección Civil). Esta situación operativa 3 nunca se ha declarado y, es probable que su suscite ciertas dudas su aplicación. Es por esta razón se ha mantenido en el nivel 2, quedando al mando el presidente de la GVA. Una vez que el Presidente de la Generalitat ha solicitado la ayuda, el Ministerio de Defensa ha respondido de manera rápida y efectiva. Desde el pasado martes, la UME y la Guardia Civil están presente en el terreno. Ambos son militares. Y la UME tiene el especialización del trabajo en emergencias (USAR, incendios...). Al poco después, tanto la Guardia Civil, como Ejército de Tierra y Aire y del Espacio enviaron helicópteros. Y entre la noche de ayer y hoy han comenzado a activarse unidades de Tierra: Batallón de Zapadores I de Zaragoza, Unidades del Arma de los Ingenieros, etc. Algunas de estas unidades no se despliegan tan rápido como la UME. Pero eso no quita que estuviesen adelantando trabajo entre que los decisores políticas concretaban las órdenes. Además de tierra también se ha desplegado EZAPAC y EADA en el Ejército del Aire y Tercio de Armada. Se podía haber hecho antes, es probable, pero eso no depende de la 'mili'.
