De Afdeling bestuursrechtspraak van de Raad van State draagt de minister van Infrastructuur en Waterstaat op om binnen een half jaar het tracébesluit 'A27/A12 Ring Utrecht' beter te motiveren. Het gaat vooral om de vraag of het wegstrepen (extern salderen) van de stikstoftoename door het wegproject tegen een stikstofafname doordat enkele agrarische bedrijven stoppen, wel voldoet aan de voorwaarden die daarvoor gelden. Dat is de belangrijkste conclusie van de tussenuitspraak van vandaag (30 april 2025). Dit betekent dat op dit moment nog niet duidelijk is of de rijkswegen A12, A27 en A28 rondom Utrecht verbreed kunnen worden."
