The availability of the materials with which to tell minonty histories is a question of resources, funding and cultural democracy. Control of funded cultural institutions and their resources enables individuals and groups to realize for themselves particular possibilities that are denied to others. In the area of cultural memory and public history, these include the means to represent the history of one's class, community, gender or ethnic group and to define and describe self and community, for example, what it means to be a person of colour, a woman or working class, rather than being the object of definition from the outside. At stake are questions of power that include the power to name, the power to shape cultural and collective memory and the power to create those texts that constitute public history as represented in museums, monuments, educational syllabuses, documentary films and so on. The full realization of these possibilities involves both cultural and financial capital.
