BREAKING NEWS:

Ontario government takes much needed step and provides funding to religious institutions at risk in line with NCCM ask.May 5th, 2023 (Toronto, Ontario)

NCCM welcomes today's announcement by the Government of Ontario to expand the Ontario Anti-Hate Security and Prevention Grant.

The $25M increase in finding is a necessary step towards helping a large number of cultural and faith based organizations across the province to beef up their facilities’ security against possibly hateful actors and crimes.

The commitment also expands the list of eligible community organizations that can apply, as well as the kinds of security related items that can be expended.

Most importantly, the new grant allows for masajid to hire third party security guards to keep their places safe.

These are all critical steps toward a province that takes the protection of its marginalized communities seriously.

Canada has seen steady increases in police reported hate crimes in recent years.

The number of these crimes against Muslims jumped 71% from 2020-21.

This past Ramadan, as Muslims returned to their mosques en masse, we saw an increase in vehicular attacks toward mosques and congregants, among other incidents.

“In Ontario, we have seen mosques vandalized and attacked. Just a few weeks ago in Ramadan, we stood with the Islamic Society of Markham in calling for security guard funding at our masaijid,” said NCCM CEO Stephen Brown.

“We are greatly appreciative that the province has taken swift action in responding to that ask. While more needs to be done, this is a very positive start to the process.”

Our national security agencies have been operating above the law when it comes to marginalized communities for years.

NCCM worked hard with MP Salma Zahid to build out a bill that requires that national security agencies fulfil their “duty of candour” obligations.

MP Salma Zahid's Bill C-331 is a real step toward making sure that security agents and officials do not lie in court for narrow gains.

BREAKING NEWS: AFTER YEARS OF ADVOCACY, NCCM WELCOMES BILL LEGISLATING "DUTY OF CANDOUR" FOR CSIS AND NATIONAL SECURITY ESTABLISHMENT

May 2nd, 2023 (Ottawa, Ontario) — NCCM welcomes the tabling of legislation that attempts to hold our national security establishment accountable.

Bill C-411, “An Act to amend the Canadian Security Intelligence Service Act (duty of candour),” takes steps to help ensure that security officials do not lie in order to operate above the law.

We thank MP Salma Zahid of Scarborough for tabling Bill C-411, which would help restore faith among many Canadians in their national security institutions, including CSIS, Canada's spy agency, and the RCMP.

CSIS agents and other national security officials are not above the law.

Yet we have seen security agents and officials being willing to lie in court, amongst other things, to get warrants and obtain narrow operational gains.

This has long created a mistrust and strain between Canada's security establishment and the public.

The duty of candour has been breached more than once by our security agencies in the name of counterterrorism.

Such breaches amount to utter disrespect for their duty towards integrity and the rights of Canadians.

“Security agencies are supposed to protect Canadians,” said NCCM CEO Stephen Brown, “but marginalized communities have often been disproportionately targeted by these agencies, whose officials often lie to get their way, then ...

EPS statement:

"After reviewing the investigative file and the 15-second excerpt of the video, as well as the additional excerpt which was posted to social media today (April 26, 2023), EPS does not currently intend to investigate this matter further."

UPDATE: Please note our response to the EPS statement.

“We note that EPS put out a statement disputing the factual narrative that led to the violent knee on neck incident of a Black Muslim man on Eid.

This is unsurprising, but still saddening.

It is especially saddening given that at the victim’s request, we urged EPS to work with the victim to get to a just resolution.

It is important to clarify two important factual issues:

1) We did formally give notice to EPS this morning that we will be filing a formal complaint to the PSB. During that process, evidence will be weighed and adduced, and the victim will fully cooperate with that process.

2. We also offered to provide a full unedited copy of the video to EPS, but asked that there were assurances of confidentiality and non-disclosure since there is video of the victim’s children in the video. EPS did not feel they could guarantee that confidentiality.2. We also offered to provide a full unedited copy of the video to EPS, but asked that there were assurances of confidentiality and non-disclosure since there is video of the victim’s children in the video. EPS did not feel they could guarantee that confidentiality.

Therefore, the client did not choose to provide the full video in that time, but will provide the full video to the PSB as well as other critical pieces of evidence.

We note the narrative suggested by EPS in terms of a refusal to cooperate with police by the victim.

We believe that the client’s narrative of events will be borne out by the evidence (such as the request by the victim for a supervisor when his license was requested).

While we wait for this matter to be resolved before a more formal legal process, we leave it to Albertans and Canadians to determine whether a speeding violation requires escalation to the point of putting a knee to the neck of the victim.

We have been greatly distressed to learn about an apparent violent hate crime at a Markham mosque, where an individual yelled slurs, tore up a Qur'an, and attempted to run down worshippers in his vehicle.

There will be a press conference on Monday with more details to come.

Islamic Society of Markham struck by a hate-motivated attack as an individual used a vehicle to attempt to ram worshippers

 (Markham — April 8, 2023)

We wanted to communicate clearly with our congregation and our neighbours about a highly distressing apparent hate crime that recently took place at our centre.

On or about the morning of April 6, an individual came to the Islamic Society of Markham (ISM), one of the oldest and largest Muslim institutions in Markham.

Thousands of congregants attend the ISM, and the centre is much busier because of the sacred month of Ramadan.

The individual brought his car to the mosque.

Upon entering the mosque, he tore apparently a copy of the Qur’an, and began a racist and Islamophobic rant directed towards the worshippers.

The individual, upon exiting the mosque, then attempted to run over or strike worshippers with his vehicle.

We are deeply troubled by this incident, especially as we near the anniversary of the London Terror Attack, where a family in London was run down in an act of hatred.

We appreciate the support of the York Regional Police, who moved swiftly to make sure our congregation was safe, and to our understanding have arrested and charged this individual.

We will be hosting a press conference at the ISM this Monday to provide further information.

Today, the Taxpayers’ Ombudsperson's Office released their report of systemic racism and Islamophobia at the CRA.

It paints a clear picture of a system where transparency and accountability are extremely difficult to ascertain.

PRESS RELEASE

NCCM Urges Government To Take Action in Light of Taxpayers' Ombudsperson's ReportNCCM URGES GOVERNMENT TO TAKE ACTION IN LIGHT OF TAXPAYERS' OMBUDSPERSON'S REPORT

(Ottawa — March 27, 2023) The National Council of Canadian Muslims (NCCM) renews its call urging the federal government to suspend the Canada Revenue Agency’s (CRA) Review and Analysis Division (RAD) in light of the report by the Taxpayers’ Ombudsperson'’s report, “Charity. Begins with Fairness: More to Explore.”

The Taxpayers’ Ombudsperson’s report follows from direction given after the 2021 National Summit on Islamophobia, where community organizations raised concerns about systemic biases in the CRA's audits of Muslim-led Canadian charitable organizations.

These concerns were outlined in a 2020 report by the NCCM in partnership with the University of Toronto’s Institute of Islamic Studies, “Under Layered Suspicion: A Review of CRA Audits of Muslim-led Charities.”

“The Taxpayers’ Ombudsperson’s report paints a clear picture of a system where transparency and accountability are extremely difficult to ascertain,” said Dr. Nadia Hasan, NCCM's Chief Operating Officer.

“The Ombudsperson’s office made it quite clear that their level of access to information about CRA audit findings is the same as that of any member of the public. For an oversight body to be unable to effectively oversee the agency it is mandated to oversee should be alarming for anyone interested in upholding the integrity of our democracy. While we appreciate the Ombudsperson’s recommendations to enhance unconscious bias....
