“… The time has also arrived when safety crossing zones should be distinctly marked in #Manners street, #Willis street, and #Lambton quay, all traffic crossing these zones to be at a restricted pace. #Pedestrians crossing the streets at any point between these safety zones would do so at their own risk. I am of the opinion that we must give the patrol officer more practical support and encouragement in his work, which at the best is a somewhat thankless job. Another matter calling for attention is the manner in which motorists rush through crowds of people on the street who are in readiness to board a tram. They do this, no doubt, to avoid the wait while the tram sets down or picks up passengers, but this method of speeding-up is becoming a menace to the users of the trams.”
