Victoria’s Climate Change Strategy includes 25% of trips being made by active transport by 2030.
The strategy talks about how 60% of trips are less than 5km and could easily be done by bicycle or walking.
But we haven't seen much progress on this at all. In 2005 14% of trips were by active transport compared with only 16% in 2024.
Walking makes up the majority of these active transport trips with trips by bicycle making up only a few percent. The problem is that all of these walking trips are less than 2km and it's very difficult to entice people to walk further because walking is really slow.
The only way to significantly increase the amount of active transport trips is to prioritise bicycle infrastructure for short trips.
Sadly there has been very little investment in bicycles infrastructure, especially bicycle infrastructure for short trips. Most bicycle infrastructure investment has gone in to supporting long commuting trips where it's expected that people are riding their entire commute in to the CBD with almost nothing supporting shorter trips to local shops.
Getting this done in the next 4yrs will require a huge increase in the budget for active transport.
