It's a complex situation.

An operating system that can potentially run on platforms without persistent time hardwares has no guarantee that it can actually know the boot time. The best that it can know is the current absolute time (as initialized potentially much later in the bootstrap) and the relative time, how many ticks it has been, since boot.

Then there's cross-platform compatibility, outwith the SUS.

Void Linux has some crazy fast boot. Faster than Manjaro on my crazy average machine.

I think it is probably still much slower for you guys, who have i7 cpu and 16 GB of RAM and other cool shit. :D
