But has the Japanese government addressed the violence often perpetrated by gangs of thieving and aggressive deer against harmless tourists? Contrary to Takaichi's claim, there is ample evidence of this. Early evidence is provided by the painter Koide Narashige in a painting from 1919, which shows frightened Western visitors being chased by a deer in Nara.
